Monroe Park Townhomes

Description: The City of Dunedin began an aggressive downtown revitalization program in the early 1990s. Within a few years, it was rewarded with the revival of retail shops and restaurants along its Main Street. But a major opportunity remained: One block away from Main Street lay a 1.5 acre tract of vacant land, which the city owned and hoped to fill with a mix of residential and retail uses.

Beauland Homes, L.L.C., agreed to a construct 14 townhomes, including six "live/work" units with attached retail space. To facilitate the development, the city sold the property to the developer at market rate, provided streetscaping and sidewalk improvements, reduced some fees, applied flexible development regulations, and designated an ombudsman to assist with the process.

By the time the project was completed in early 1999, all but one of the units had been purchased, and $1.8 million was added to the city's tax base. Most importantly, the townhomes served as a catalyst for further residential and mixed-used redevelopment in downtown Dunedin.
